COVER: A later-arriving engine company backstretches (reverse lays) an additional hoseline to a 2½-story wood-frame private-dwelling fire. The incident commander and first
two arriving engine companies must always ensure that the first hoseline has been stretched, flaked, charged, and placed into operation—in that order—before the second and successive
hoselines are stretched. This will allow the first hoseline the best chance of being properly deployed, through the primary means of egress, when going interior. If the first-arriving engine
company gets its hoseline stuck anywhere prior to reaching the fire area, then the second hoseline will surely get stuck in the exact same spot—not reaching the fire or applying needed
water to it in a timely fashion. The second hoseline can easily be deployed by the third-arriving engine company with the third hoseline, if needed, possibly being deployed in a different size
