PRE-CONFERENCE WORKSHOPS
FIREGROUND STRATEGIES:
COMMAND, CONTROL, AND ACCOUNTABILITY

A goal of this workshop is to instill in students’ minds: “As the incident
commander or offcer on the freground, the burden of the everyone-goes-home philosophy rests with you, and you cannot take this
responsibility lightly or ever fail to hold up your end of the mission.” To
this end, this workshop addresses the freground experience from arrival
through termination. Safety and the rules of engagement along with the
most critical size-up factors, command structure, and strategy selection
and modifcation are discussed. Ongoing freground operations such as
decentralizing the freground, progress reports, and a comprehensive
look at post-control activities are also covered. This program focuses
on identifying areas where weakness in command and organizational
structure can cause a breakdown in operations and safety and
operational discipline along with prefreground preparation in the way
of setting expectations for subordinates. The incident command system
is brought down to the street level, and activities counter to the safe
execution of the incident action plan are identifed.

HOW AM I DOING AS A BOSS?

A really diffcult challenge for bosses is to somehow receive feedback
on their personal effectiveness. In spite of all the writing, teaching,
and effort directed toward leadership development, there is a lack of
a simple, understandable way for a manager to develop a personal
effectiveness evaluation and improvement plan. This session outlines
the basic categories of personal effectiveness by identifying the
physical categories that create personal and positional capability. This
highly interactive, discussion-based workshop includes a set of rules
of engagement for each category that creates an overall checklist that
produces functional boss behaviors. The only thing bosses can really
control are their personal resources, and this workshop describes a
system for improving that performance.
